Cultural transformation and its impact on social change

Abstract

In the context of the cultural transformation that the Kingdom of Saudi Arabia has witnessed and is witnessing after the launch of Vision 2030, numerous social phenomena have surfaced, some of which have contributed to bringing about a wide change in both thinking and behaviour. It was necessary to probe the impact of the change, as the Ministry of Culture contributes to playing a major role in this planned and methodological change in confluence with the shifts in thinking and practice.

The conception of QOL, and the role of cultural transformation in perfecting different aspects of life were stressed, grounded on the constants of Vision 2030 and the related action plans, while the cultural aspects were concentrated on the Ministry performances and how citizens and residents shared in them, as well as by experience and analysis of periodic statistical and graphic reports issued.

The Kingdom has witnessed a transformation in the cultural system in the last five years (2018–2022), the effects of which extend to the present, and future, and the aspects of modern cultural transformation in the Kingdom vary from heritage to literature, art, theatre, architecture, media, and so on. In addition to the high rates of participation in diverse activities, which contribute to a structural change in thinking and behaviour that is reflected in the economic, social, and cultural structures, all of the above contribute to raising the quality-of-life index.

الملخص

في سياق التحول الثقافي الذي شهدته وتشهده المملكة العربية السعودية في السنوات التي تلت إطلاق رؤية 2030م، تبدت ظواهر اجتماعية أسهمت في بعض منها بإحداث تغير واسع على مستوى التفكير، والفعل. ومن خلال القيام بالملاحظة المباشرة بالمعايشة، والنظر في تحليل البنى السوسيولوجية الآخذة بالتحول، وتحليل المسوحات لواقع الثقافة في المملكة، كان لا بد من تحري أثر التغيير، حيث تسهم وزارة الثقافة بلعب الدور الأساس في هذا التغيير المخطط والممنهج، بالتلازم مع التحولات في الفكر والممارسة.  

ومن أجل دراسة هذا التحول، والبحث في آثاره، كان لا بد من تحليل الأدبيات المنشورة، وقد انصب البحث على إحصاءات صادرة عن وزارة الثقافة المستحدثة عام 2018م، والتي رصدت مختلف الأنشطة المرتبطة بمؤسسات، وجمعيات، ومعاهد، إضافة إلى استصدار قوانين شرعت لتأسيس سلسلة من الهيئات الثقافية، وقد تميّز هذا الحراك بدعمه الحكومي الواسع النطاق.

وتم تسليط الضوء على مفهوم جودة الحياة، ودور التحول الثقافي في تجويد مختلف أوجه الحياة منطلقين من ثوابت رؤية 2030، وأطر تنفيذ خططها، وسعى البحث لإثبات تأثير التحول الثقافي في  كل المجالات، والبحث في الأوجه الثقافية التي تم التركيز عليها عبر الوزارة ، فضلاً عن الملاحظة بالمعايشة وتحليل تقارير سنوية إحصائية وبيانية.

إن المملكة تشهد تحولاً في المنظومة الثقافية في الخمس سنوات الأخيرة 2022-2018م، تمتد آثارها حتى اليوم، وتتنوع أوجه التحول الثقافي الحديث في المملكة من إرث، إلى أدب، فن، مسرح، عمارة، إعلام وما إلى ذلك، فضلا عن ارتفاع نسب المشاركة في الفعاليات والأنشطة المصاحبة، ما يسهم في إحداث تغير بنيوي في الفكر والسلوك يتجلى في مختلف البنى ويسهم كل ما سبق في رفع مؤشر جودة الحياة أحد أبرز أهداف رؤية 2030.
